You left me in the dark!

I hear the reason the University is giving as to why they didn't initiate their alert system for a bomb threat. What I want to know is just who it is that makes the call? Who decides 'not' to tell us? What if they guess wrong? Can they live with that? We can live with being put out of our routine for a couple hours if it means we get to go home at the end of the semester!
